AKA, with someexceptions, AKA the first statement is not fully true. AKA if this was geometry your teacher would look at the paper, then up at you, then back at the paper, sigh, and put a big red X on it. But that's with the high moral standing of 10th grade geometry, not the presidency.
People couldn't help but notice how absurd this was, and immediately started to point out the fallacy of it on Twitter with #WithFewExceptions.
